Since the beginning of this year, Shizuishan City has taken increasing agricultural efficiency and farmers’ income as the starting point, comprehensively promoting the rural revitalization strategy as the overall focus, and focusing on the development of the “six special” industries as the overall goal. We have vigorously implemented our work and embarked on a high-quality development path of modern agriculture with Shizuishan characteristics. In the first half of the year, the added value of the city’s primary industry was 874 million yuan, a year-on-year increase of 8.8%, ranking first among the five cities in the region.

Shizuishan City firmly adheres to the strategic bottom line of food security and seed industry security, continues to promote the construction of high standard farmland, and vigorously implements the action of seed industry revitalization. In the first half of the year, the grain planting area reached 1.1303 million mu, completing 106% of the tasks assigned by the autonomous region. 12 high standard farmland construction (efficient water-saving) projects were implemented, covering an area of 105100 mu. The subsidy funds for agricultural machinery were 18.63 million yuan, and the comprehensive mechanization level of crop cultivation and harvest reached 86%. We have successfully established a national demonstration city for the full mechanization of major crop production and a national demonstration city for “safe agricultural machinery”.

Following the development strategy of “stabilizing grain, increasing vegetables, optimizing melons, promoting economy, promoting fishing, and strengthening animal husbandry”, Shizuishan City has carefully done a good job in “local specialties”, continuously improving the competitiveness of the entire industrial chain of dairy, beef cattle, beef sheep, and cold vegetables, vigorously developing modern facility agriculture and deep vegetable processing, and promoting the high-quality and efficient development of the “six special” industries. In the first half of the year, the total number of dairy cows and the number of beef cattle and sheep raised in the city reached 111300, 114800, and 1117800, respectively, with a year-on-year increase of 36.3%, 7.2%, and 0.2%. The vegetable planting area was 128000 mu.

Shizuishan City has implemented the action to enhance the agricultural product processing industry, and the Huinong District Green Food Processing Technology Entrepreneurship Park has successfully applied for the national agricultural industry integration demonstration park project, striving for a project fund of 40 million yuan. Implement 10 key green food processing projects such as Xingkang Hengrun and Yingchun Food, and strive for 13 projects for the transformation and upgrading of agricultural product processing equipment in the autonomous region. The integration of agriculture, culture, and tourism has injected new momentum into rural revitalization. Expansion projects such as the Yinhe Bay Ecological Leisure Tourism Resort and the Dongyonggu Village Goji Industry Base have been implemented, and more than 80 rural cultural and tourism brand activities such as the “Zongqing Dragon Boat Festival Meeting Yinhe” Yellow River Cultural Tourism Festival have been held. Over a million people have participated, and the driving and radiating effect of rural leisure tourism has become more prominent.

Adhering to the principle of promoting large-scale development, focusing on high-quality development, we have planned to establish 59 key agricultural and rural projects, with a total investment of 3.37 billion yuan and an annual planned investment of 1.44 billion yuan. At present, 58 projects such as the third phase of agricultural reclamation and the Linshan dairy farm have started construction, with a construction rate of 98.3% and a completed investment of 960 million yuan. We have implemented 15 clues for “attracting investment” and introduced nationally renowned enterprises such as Hailiang Group, Beidahuang Group, Shanghai Hanzhu, and Shanghai Baifutai Group. We have implemented 6 projects and plan to invest 369 million yuan to inject fresh water into the high-quality development of agriculture and rural areas.

In addition, Shizuishan City promotes precision irrigation technology that integrates sprinkler irrigation, drip irrigation, and water and fertilizer, achieving high-quality and high-yield crops and efficient utilization of water resources. Vigorously promote the models of “three ponds and two dams” tail water recycling, “vegetable fish symbiosis”, and comprehensive cultivation and breeding of rice and fish, carry out 4336 acres of pond tail water treatment, and develop 2175 acres of comprehensive cultivation and breeding of rice and fish. Continuously promoting “one control, two reductions, and three basic” agricultural clean production, the utilization rates of fertilizers and pesticides in the city are 40.77% and 40.57% respectively, and the use of fertilizers and pesticides continues to grow negatively. Continuously promote the application of straw comprehensive utilization technology, implement comprehensive utilization projects such as crop straw stubble removal and deep plowing, and achieve a resource utilization rate of 90.15% for crop straw, and a recycling rate of over 80% for pesticide packaging waste.
