Light and small UAVs “cannot be relied on”
Not conducive to promoting the development of the industry
Huang Li said that small and light UAVs are one of the few industries in China that are technologically leading in the world. Due to “no dependence”, there is no place to fly, and it is impossible to give full play to the advantages of the domestic large-scale market to stimulate the potential of technological innovation, which may even lead to industry shrinkage and enterprise withdrawal from the market. Lack of support and cultivation from the domestic market will also lead to technical lag behind foreign competitors, thus losing trillion-level market.
With the progress of science and technology and the improvement of national living standards, the small (civil multi-rotorcraft less than 10 kg) UAV industry has developed rapidly, the market scale has been expanding, and the demand for reasonable low-altitude airspace has become increasingly strong.
Huang Li said that at present, we can also see that UAVs have unique advantages in field operations such as social governance, urban safety, mapping and patrol inspection of super-large state-owned enterprises related to the national economy and the people’s livelihood, which can significantly reduce human operation risks and effectively improve operation efficiency. Among them, there is an urgent demand in the fields of agriculture, forestry and plant protection, police security, electric power patrol, logistics and freight, border patrol, etc., which is technically mature and risk controllable. It should be opened as soon as possible to promote high-quality economic and social development.
“UAV legislation lags behind and the level of legislative effectiveness is low; there are institutional obstacles to smooth flight of small and light UAVs,” said Huang Li. Up to now, the Provisional Regulations on the Flight Management of Unmanned Aerial Vehicles, which have been included in the legislative plan of the State Council for three consecutive years, are still in the stage of soliciting opinions, leading to the problem of “no compliance” in the control of the use of unmanned aerial vehicles in practice. In the long run, it is not conducive to national security and social security, nor to promoting the sound development of the light and small UAV industry.

Open airspace control of light and small UAVs
In view of this, Huang Li suggested that, first, accelerate the improvement of the applicable laws and regulations system for low-altitude airspace of small and light UAVs; The second is to further rationalize the subject responsible for the use and management of low-altitude airspace of small and light UAVs; Third, expand the pilot scope of light and small UAV flight management and optimize the management mode.
Huang Li suggested that relevant departments should accelerate the promulgation of the Provisional Regulations on the Flight Management of Unmanned Aerial Vehicles. Moderately relax and optimize the classification, airspace planning, airspace use and other aspects. For example, it is required that government functional departments, law enforcement departments, central enterprises, qualified large scientific research and production enterprises of small and light unmanned aerial vehicles use the UAV airspace to adopt the filing system.
Huang Li also said that it is recommended to take Hubei Province as the pilot area for airspace reform, explore the establishment of a green channel for the use and management of trusted users and UAV airspace of UAV scientific research and production enterprises, and simplify the approval procedures of the government, law enforcement departments, central enterprises and other trusted users and UAV scientific research and production enterprises in terms of test, multi-batch flight, unmanned hangar deployment remote control flight, flight data declassification processing, etc. Establish a unified UAV airspace use control platform, and the public security department will accept the UAV mission management and flight plan in a one-stop manner, with one window for approval.
