Building a Modern Agricultural Silicon Valley

In recent years, Changchun City, Jilin Province has attracted high-level agricultural talents (hereinafter referred to as “agricultural talents”) for the National Agricultural High tech Industry Demonstration Zone (hereinafter referred to as “Agricultural High tech Zone”) by introducing policies, actively building platforms and talents, and providing high-quality services. With high-quality talent work, it promotes industrial revitalization and development, and strives to build a modern agricultural silicon valley.

Build a smart agricultural high school and expand the talent pool. Build the “Two Academies and Two Centers” of Jinong Borui Modern Animal Husbandry Industry College, Corn Deep Processing Industry Research Institute, Academician Expert Work Center, and Engineering Research Center for Deep Processing and Efficient Utilization of Edible and Medicinal Fungi. Focusing on attracting and nurturing talents in key areas such as technological innovation, rural revitalization, and project construction, 126 high-quality farmers and cooperative leaders from the Agricultural High tech Zone were awarded the title of “Rural Talents”; 8 research assistant positions are set up in high-tech enterprises within the zone; Eight researchers from the Provincial Academy of Agricultural Sciences were dispatched to Gongzhuling City Science and Technology Bureau, Agriculture and Rural Bureau, and some townships for temporary training. Enterprises that play a leading role in the market and make outstanding contributions to talent work in agricultural high tech areas will be given a one-time reward of 100000 yuan; For intermediary organizations that attract and retain talents, a reward of 50000 to 100000 yuan will be given for every one person introduced according to the talent level; For enterprises and intermediary organizations that attract and retain Nobel laureates and world-class scientists, a reward of 500000 yuan will be given for every one person introduced.

Cultivate a talent ecosystem and be a good retention and service provider. We launched a special action to serve talents, with 306 county (bureau) level leaders and cadres from 17 counties (cities) and development zones in the city contacting 605 experts to help coordinate and solve problems. Compile a directory of domestic and foreign experts and talents in the Agricultural High tech Zone, collect and organize over 200 expert talents around the seed industry and corn industry, and contact 48 experts for continuous tracking. Carry out talent tracking services for “specialized, refined, and innovative” enterprises, conduct a thorough analysis of the basic data of 526 “specialized, refined, and innovative” enterprises in the city, and collaborate with various counties (cities), districts, and talent service bureaus to solve 113 enterprise problems. We have established a special class called “Talent Innovation Achievement Tracking Service for Universities, Colleges, and Institutes”, which effectively promotes the transformation of 306 scientific and technological achievements in the long term in 2022, a year-on-year increase of 215.4%, setting a new historical high.
