Promote the combination of rural digital infrastructure investment and high standard farmland construction to provide material security and preconditions for agricultural Digital transformation

To promote agricultural Digital transformation in rural areas, we should accelerate the construction of information infrastructure such as rural broadband communication networks and mobile Internet, and combine them with the construction of high standard farmland. High standard farmland is not only an important means to ensure food security, but also a necessary hardware foundation for the development of digital agriculture.

One is to promote the construction of new infrastructure and the promotion of software systems, and eliminate the problem of outdated density and coverage. Due to high construction and operation costs, and insufficient financial strength of operators to support the comprehensive deployment of 5G base station construction in the short term, the current construction of 5G base stations in China mainly focuses on central urban areas, while the density and coverage of non central urban areas are relatively backward, making it difficult to meet the needs of grassroots people.

The second is to integrate existing resources to create a provincial-level agricultural big data platform, and eliminate the problem of weak correlation between information systems. Currently, there are a wide variety of agricultural information systems in China, with over 50, 90% of which are information platforms built at the national, provincial, and municipal levels. However, the connections between the various systems are not strong, and information data sharing is relatively difficult. This current situation not only increases the cost of human and material resources, but also affects the scientific nature of agricultural decision-making.

The third is to accelerate the construction of “smart” high standard farmland and eliminate the problem of extensive management of farmland. Each province should further effectively utilize agricultural big data platforms, integrate remote irrigation, meteorological monitoring, disease and pest monitoring and other application functions using IoT devices, continuously improve farmland infrastructure, achieve precise management of various fields, and build a smart agricultural industry system.
