In order to actively explore a new mode of public interest litigation, the Procuratorate of Pingluo County, Ningxia, applied new technologies and equipment to improve the effectiveness of procuratorial work, vigorously promoted “science and technology+procuratorial work”, deeply integrated procuratorial science and technology with procuratorial work, carried out training on UAV driving skills for public interest litigation personnel and procuratorial technicians, trained professional UAV operators, and established a UAV operation team. Currently, 9 procurators have obtained UAV driving licenses, Providing more scientific and necessary technical support for public interest litigation cases has effectively improved the quality and efficiency of handling cases. Up to now, the Pingluo County Procuratorate has used UAVs to assist in public interest litigation field evidence collection for 63 times, participated in 27 public interest litigation cases, carried out 31 “looking back” cases, and participated in river patrol for 12 times, with a total flight time of 31 hours and a flight mileage of 68 kilometers.
The deep integration of prosecutorial technology and public interest litigation has assisted in the precision, efficiency, and scientificity of public interest litigation evidence collection, achieving good results. The procuratorate of Pingluo County, for the first time, used drones to investigate and collect evidence. In the special action of “hand in hand to clean up the four chaos and protect the mother river”, it used drones to take aerial photos and found out that there were seven illegal buildings and structures in the Tianhe Bay Yellow River National Wetland Park in Pingluo, Ningxia, covering an area of 24000 square meters, which seriously damaged the ecology of Tianhe Bay and affected the flood safety of the Yellow River. The procuratorate of Pingluo County, according to law, supervised the removal of all the buildings and structures, and returned the wetland area of 32273.38 square meters, The ecological environment of Tianhe Bay Yellow River National Wetland Park has been effectively improved.
In the special action to regulate and rectify the “self provided wells”, drone aerial photography was used to investigate and collect evidence. In response to the issue of illegal water intake from underground water intake wells, procuratorial recommendations were issued to relevant administrative agencies, promoting the closure and filling of 1010 underground wells, obtaining 753 water intake permits, and installing 1115 metering facilities. In the first half of this year, more than 8 river patrols were conducted using drones, and 5 high riverbed water storage areas were found, effectively improving the efficiency of river patrols. Urged three hotels to clean up the debris and flammable materials piled up on the rooftop, removed inclined billboards, and promptly eliminated safety hazards. Carry out supervision of agricultural non-point source pollution. Agricultural non-point source pollution mainly comes from pesticide packaging waste, agricultural input waste, agricultural residue film, household waste, etc. Use drones to discover clues and file 6 cases, supervise the cleaning of over 400 acres of farmland and ditches, clean and recycle over 100 kilograms of residue film, and clean up 210 kilograms of pesticide packaging waste. These pollutants are commonly difficult to detect due to their wide coverage and small volume. Unmanned aerial vehicles have strong mobility, high flexibility, and a wide monitoring range, effectively solving difficult problems that are difficult to detect, and improving the accuracy and efficiency of discovering clues.
