Gansu will accelerate the cultivation of diverse service entities based on the principles of diverse subjects, diverse forms, professional services, and sufficient competition, fully leverage the advantages and functions of different service entities, encourage various service entities to use funds, technology, services, and other elements as links, strengthen joint cooperation, and promote complementary functions, benefit sharing, and integrated development. Gansu will highlight serving small farmers, fully leverage the guiding role of financial project funds, and focus on supporting the production of bulk crops such as grain and oil in the direction of services. It will increase the enthusiasm of small farmers and other business entities to plant grain crops, ensure food security and effective supply of important agricultural products, and guide rural “abandoned land” reclamation and grain cultivation; In terms of service, focus on the key links that restrict the improvement and efficiency of local agriculture and green development, focus on the weak links commonly found in local agricultural production, increase support, and accelerate the filling of prominent shortcomings that restrict the development of local modern agriculture.
Gansu will actively carry out innovation pilot projects, strive to build a number of innovation bases, cultivate a number of innovation organizations, form a number of innovation models, establish industry benchmarks and county level models for the development of Agrarian society services, and play a typical demonstration role. Gansu will continue to expand the field of Agrarian society services, continue to consolidate and expand the services for food crop production, and gradually expand to pre production and post production; Guide farmers’ cooperatives and other social service organizations to take on the important task in the soybean oil seed expansion; Gradually explore and carry out trust services for Cash crop such as fruits, vegetables and medicines and livestock and poultry breeding. Gansu will promote standardized construction, explore the construction of service standards, and gradually explore the management of service subject directory databases and service price monitoring systems. Gansu will adhere to the sharing concept, constantly innovate the Agrarian society service mode, integrate regional service resources by promoting the union and cooperation of offline socialized service subjects, make full use of the national agricultural service platform to do a good job in project supervision, service subject directory management and supply and demand docking, explore the effective operation mode of online docking and offline services, and jointly integrate development, so as to lead small farmers to the development track of modern agriculture.
Gansu will fully implement the agricultural production trust project. Since 2020, Gansu Province has focused on the implementation of agricultural production trust projects, focusing on food crop production, focusing on the links that farmers cannot, cannot, or are unwilling to do, and solidly promoting agricultural production trust. In 2022, there will be nearly 20000 Agrarian society service organizations in the province, with a hosting service area of more than 30 million mu, serving 1.12 million small farmers, effectively promoting the organic connection between small farmers and modern agriculture. The effect of increasing agricultural production and farmers’ income in the project area is relatively obvious. After the full process of trusteeship, the average cost per mu of grain increased by over 300 yuan, making a positive contribution to the province’s grain production increase.
