Illegal construction is a persistent problem in urban governance, not only occupying public space, but also hindering the civilized appearance of the city. For the treatment of illegal buildings, the Comprehensive Administrative Law Enforcement Team of Pujiang Town, Minhang District (Pujiang Urban Management Squadron) has recently opened a “new mode”.
The comprehensive administrative law enforcement team of Pujiang Town successfully dismantled a illegal construction at the intersection of Puxing Road and Shendu Road using the “off site” evidence collection and prosecution mode. During the inspection and rectification of satellite image spots, law enforcement personnel discovered a suspected illegal building in the parking lots of Puxing Road and Shendu Road. Law enforcement personnel used unmanned aerial vehicles to conduct intelligent aerial surveys of high-altitude panoramic aerial photographs and conducted carpet style “scanning” re inspections of buildings on the ground. After locking the location during low altitude flight and taking two panoramic views of one far and one near, the law enforcement team compared the newly captured image data with the original inventory to confirm the presence of new structures here.
After contacting the local village committee to obtain the information of the parties involved, the law enforcement team immediately inquired with the parties by phone. After verification, the color steel structure structure at this location is a privately built warehouse room for stacking tools, without any approval, and is considered illegal construction.
Through multiple phone calls and continuous policy explanations, the parties involved in the violation expressed their cooperation. The decision on administrative penalties for “off site” law enforcement was delivered to the parties through the accompanying application app. Currently, the parties have completed online payment, and the illegal structures in the area have been dismantled and cleared, achieving a full process of “off site” case handling from evidence collection, review, punishment to execution. The evidence chain is interconnected, and there is a legal basis for handling illegal and irregular behaviors.
Through technological innovation, “off site” law enforcement has solved the problems of difficult evidence collection, delivery, and execution in the law enforcement process, shifting from relying solely on daily inspections and on-site disposal by law enforcement personnel to becoming intelligent and refined; Transform from a single and entrenched law enforcement approach to intelligent supervision throughout the entire time and region.
