The Shibanhe Village Committee where Luo Chengliang is located, with an altitude of nearly 2400 meters, is a high-altitude cold mountainous area with high mountains and deep valleys, and inconvenient transportation. Corn, potato, tobacco, radish, walnuts, and other crops are the main agricultural and economic crops in the area.

Luo Chengliang has been hardworking since childhood. In addition to being a skilled farmer, he also has a business acumen. After getting married, he went through transportation and engaged in the sale of traditional Chinese medicine. Running outside can earn some money, but if you can’t take good care of your home, you might as well come back and develop, “Luo Chengliang said.” Rural development still depends on industries.

In order to break free from traffic restrictions on development, in 2008, Luo Chengliang took the lead in leaving the original residence of the Cangpu Mountain village group and relocating to the edge of the township road. Although the new home is only about 1 kilometer away from the old house, it has to be walked in and out, making it difficult to get in and out. “Luo Chengliang said that as of 2022, more than ten households of the Cangpu Mountain villagers’ group have all relocated to live along the township road.
